Located in Redwood City, CA, the Maguire Correctional Facility (MCF) is one of four correctional and “transitional” facilities operated by the San Mateo County Sheriff’s Office. This is the county’s main jail, primarily housing male detainees and inmates sentenced for misdemeanor and/or felony crimes.

A news report¹ reveals a MCF deputy has recently been accused of using excessive force against inmates, although the officer has denied guilt for these assault charges. The Maguire Jail is situated on the Bay Area peninsula, halfway between San Francisco and San Jose.

1. Inmate Search

To find out whether your friend or loved one has been booked into custody in San Mateo County, you can use the Sheriff’s online “Inmate Locator” search engine. Enter the first and last name to call up a list of potential individuals, who will be identified by date of birth. You will find details about the criminal charge(s) and category (felony or misdemeanor) and learn whether or not bail has been granted. You should also make note of the inmate’s housing location and booking ID number for future reference.

2. Bail Bond Payment

In most cases, your friend or loved one will be eligible for temporary release from custody through bail bonding. You may be able to determine the bail amount on the Sheriff’s “Inmate Locator” page, or can obtain the information by calling the jail. Bail can be paid in cash at the cashier’s window in the jail lobby. Alternatively, a licensed (fee-based) bail bonding agency can assist you with posting bond.

3. Communication with MCF Inmates

Inmates of the Maguire Jail will not be able to accept incoming, personal calls. At booking, arrested individuals in California are allowed to make free, local phone calls, and thereafter, will be provided with opportunities to make outgoing personal calls.

San Mateo County has contracted with a third party vendor, IC Solutions, to facilitate inmate phone calls. You can set up a debit or pre-pay phone account by calling (888) 506-8407 or going to the ICSolutions website. To pay in advance for calls, you can use a credit or debit card or mail in a money order or cashier’s check to: IC Solutions Customer Service, 2200 Danbury Street, San Antonio, TX 78217.

Note: When leaving messages or speaking with a jail detainee, it is important to remain aware that all communications are subject to monitoring and recording. It is best to refrain from discussing a pending criminal case to avoid making potentially incriminating statements.

4. Inmate Cash Accounts

The Maguire Correctional Facility provides food and other basics for their “guests,” but most will want to take advantage of opportunities to order comfort items from the commissary. The selection for San Mateo County inmates includes edibles, toiletries, correspondence materials, pharmaceuticals, vitamins, and playing cards.

An inmate cash account will be set up and initially funded with money brought into the jail at booking. Friends and family members can contribute funds to this account or order commissary items directly (with a $100 maximum monthly limit.)

Options for supplying money/gifts for MCF inmates include:

• In person – There is a deposit kiosk available in the public lobby of the jail, which accepts cash and credit/debit cards.
• Online – You can make a deposit online at Access Corrections or order a care package from the Access Catalog. Orders are delivered Thursdays, but may take 7 to 10 working days for delivery.
• Phone –– Call (800) 546-6283 to order commissary items by phone.
• Mail – You can send a money order or government-issued check to the jail for inmate deposits. Be sure to include the inmate’s name and booking number.

5. Visiting Inmates

San Mateo County Jail inmates are allowed two, personal 45-minute visits a week, but no more than one per day. There is also a limit of three persons per visit, including children. Visitation opportunities at the Maguire Detention Center occur every day of the week on the following basic schedule:

Visitors must pre-register for appointments at least 24 hours in advance (and up to a week ahead of time). You can do so either by using the kiosk machine in the lobby of the jail or the Sheriff’s online app for visitation scheduling. (Note: There may be a 48 hour wait time between initial registration and scheduling the first visit.)

A detailed schedule shows all available visitation time slots. Note that sign-ins begin an hour before your visitation appointment, and you are expected to sign in 45 minutes before your visit. (If you are more than 15 minutes late for a visit, it will be cancelled.)

There are a number is visiting rules for this detention center, as follows:

• Valid, government-issued photo identification will be required for each adult visitor.
• Minors under age 18 must be in the company of an adult who is an immediate family member (meaning a parent, sibling, or grandparent) or legal guardian.
• Children must remain under close supervision throughout the visitation process, and should not be left unattended. (Volunteer assistance with childcare is sometimes available on a limited basis.)
• Do not bring any items into visitation, including: purses, cell phones, keys, books, pocketknives, pagers, lighters. Coin-operated storage lockers are available onsite.
• If unauthorized visitors are brought into the visiting room, this will cancel the visit and potentially revoke future privileges.
• Visitors deemed to be under the influence of alcohol or drugs will be denied entry (and risk arrest).
• Those who damage jail property are in danger of prosecution.
• If you engage in any type of disruptive/inappropriate behavior, you may lose visitation privileges permanently.
• Convicted felons and individuals incarcerated in San Mateo County in the past six months must obtain specific approval from the Watch Commander to visit a current inmate.

There is also a strict dress code at the Maguire Detention Facility, and unacceptable clothing, at the discretion of staff, may be cause for denial of visitation. The following attire is specifically banned:

• Skirts, dresses, and shorts reaching above fingertip level (as arms rest at the sides).
• Any revealing or provocative clothing, including crop tops and low-cut tops
• Gang attire or clothing displaying gang insignias
• Orange or red clothing
• Bandanas, hats, hoods, beanies, hairnets
• Steel-toed boots, stiletto heels or any shoes that will set off a metal detector

Remember: Jail visits are not private. Avoid discussing pending criminal charges.

6. Mail Policies

You can write to a Redwood City Jail inmate, and inmates can purchase correspondence materials through commissary to send out personal mail.

All postal mail must include your name and return address on the envelope, which must be plain and unadorned with drawings, imprints, etc. (Do not use cardboard ‘priority” envelopes or return address stickers.)

All mail will be opened and inspected, and if in violation of any rules, may be returned to you or destroyed. If in doubt about a potential enclosure, call the jail. The following is a partial list of items considered contraband for inmates.

• Polaroid photographs
• Pornography or depictions of nudity or sexual acts
• Stickers, labels, or any type of adhesive material
• Paperclips or metal fasteners
• Material promoting gang activity, violence, racism, or posing a threat to security

You can order softcover books, magazines and periodicals to be delivered directly to the inmate from the publisher or bookstore. These items must not contain information in code, violate the above rules for appropriate material, or provide information on:

• Methods of escape
• Manufacturing drugs or alcohol

7. Life and Health at the Detention Center

Incoming inmates will be assessed according to criminal history, current charges, and other factors. Some will be transferred to other accommodations, such as the co-ed Maple Street Correctional Center, which also provides “transitional services.”

Maguire Correctional Facility inmates have access to necessary medical, dental, mental health, and substance abuse care. Correctional Health Care services for inmates is provided by San Mateo County Health, with 24-hour emergency treatment available.

The detention center provides a range of inmate programs, including educational, vocational, and behavioral programming. Inmates can work toward their G.E.D., and/or receive job skills training, including instruction in the culinary or construction trades. There are classes in conflict resolution, parenting, and other topics available, as well as a Humane Society “T.A.I.L.S.” program pairing canines and inmates.

The San Mateo County Sheriff’s Office has a stated zero tolerance policy for sexual assault, sexual harassment and sexual abuse of inmates. In compliance with the Prison Rape Elimination Act (PREA), the Sheriff’s office pledges a thorough investigation of all reports and administers procedures aimed at prevention, intervention, and treatment of victims.

8. Custody Alternatives

The San Mateo County Sheriff’s office facilitates custody alternative programs for approved, low-risk offenders, including:

• A “Sheriff’s Work Program,” which allows sentenced inmates to perform manual labor assignments in lieu of incarceration;
• Electronic Monitoring Program, permitting inmates to serve their sentence at home under electronic surveillance;
• Work Furlough, allowing inmates to continue with a previously-held job (or educational) commitment.
